mark not active

In GNU Emacs 20.4.1 (sparc-sun-solaris2.8, X toolkit)
 of Thu Nov 25 1999 on yavin
configured using `configure  --prefix=/opt/sfw'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I set the mark to a particular region in a file I was trying to modify.  When 
Iwas trying to modify.  When I gave the command upcase-initials-region on the
region I tried to create, the buffer told me that the mark was not active.
