--infodir=/usr/share/info --mandir=/usr/share/man --with-pop=yes --with-x=yes 
--with-x-toolkit=athena --without-gif'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

The main splash screen in emacs (/etc/splash.xpm) contains grey pixels
around the edges. This makes it look rather ugly on a black background
(or any dark background). The gnus splash screen doesn't have this
problem and looks great on a black background. The 8 bit version of
the main splash screen (/etc/splash8.xmp) doesn't seem to have this
problem either.

This could have been introduced during the process of seperating this
image from it's original background, which probably was grey, and
replacing it with a transparent background. If that is the case that
could be repeated. If that isn't what happened or if the original
picture is lost, then the picture could be touched up using the Gimp.
