In an xterm with xterm-mouse-mode on, mouse-1 on the active areas of
the header line in Info mode gives the error
`Cannot move header-line at the top of the frame'
and mouse-2 does nothing.
This is with 21.2 and doesn't seem to be fixed in the development
source.
