Feature bloat suggestion: say, perhaps when emacs or ffap notice
find-file filenam.html#bla, it could zoom to that part of the HTML
document containing the <a name>. Have it check for any
file.htm[l]#bla, though probably not even file#bla or #file#bla, and
not #file#bla# and #filebla#. bla bla bla
