When the Windows mouse opertion is set so that a window is active
if the mouse is pointing in it (ie the window does not have to be
raised to the top), AND when emacs is not raised, then scrolling
(either using the Page Up / Page Down keys, or using the scroll
wheel of a mouse) causes graphical artifacts of other windows to
be shown on the screen.

These artifacts can be cleared up using Control-L to refresh,
but this is inconvenient.
