Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

A running program in a shell window can no longer be interrupted using
^C^C.  This was first a problem in 21.2 and fixed in early beta releases of 
21.3, notably it works properly in 21.2.95.

This is on HP-UX 11.0 using gcc version:

The bug also there if you use the Ansi HP c compiler.
