minimum window size under Windows 2000 is too small

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Reduce the vertical size of the Emacs window under Windows 2000
so that only half the window's title bar is visible.
You then cannot resize the window!
Strangely, on Windows NT there is no problem.
