bug in bytecomp.el (Emacs 21.2.2)

There appears to be a bug in bytecomp.el such that the firsrt time 
(only) that byte-compile-file is invoked during a given emacs session 
it does not include the "While compiling" part of a warning message 
for the first function in which an error is found.  The attached 
patch file seems to take care of that.
