Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

The command comment-kill reindents affected lines.  This is quite
unexpected by this naive user, and should be changed.  Please see a
recent thread on gnu.emacs.help involving Ian Zimmerman and Stefan
Monnier about this and other comment issues.
