Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

(modify-frame-parameters nil '((top . 100) (left . 200)))

I entered above elisp code into the *scratch* window and ran eval-last-sexp on it. The frame was positioned at (0, 0) to start.

The frame appears to jump briefly to (100, 200) and immediately jumps
back to (0, 0).

Works for me:

In GNU Emacs 21.3.1 (i386-pc-solaris2.7, X toolkit)
 of 2003-04-24 on briard

The same command run under xemacs-21.5-b5 works correctly, leaving the frame at (100, 200)

Irrelevant.
