The build at
http://ftp.gnu.org/pub/gnu/emacs/windows/emacs-21.3a-fullbin-i386.tar.gz
is missing the file:
load-symbol-file-load-history: Cannot open load file:
c:/[...]/emacs-21.3/bin/fns-21.3.1.el
Among others, the `C-h k UP' key sequence can be used to reproduce
this error.
