Problem in using Chinese characters

Hi, I am using Emacs windows port under windows XP.
The emacs version is 21.3.1.

I have problem in type in chinese.
The most straight problem is:

I just input two chinese characters, and move
the cursor through them. Then they are totally
changed to nonsense display.
