LaTeX: fill-paragraph is not stable with \\

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Hi!

There is a small problem when using M-q (fill-paragraph) for LaTeX
documents: paragraphs with an embedded \\ ``move'' when you refill
them.  Just try a simple

hello\\
world

in LaTeX, and see the added newline before the paragraph each time you
refill it.

PS/ I'm using AUC-TeX, but I couldn't track the actual code used by
fill-paragraph.
