isearch attempts to split fixed-size window on slow terminal

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

M-: (setq baud-rate 1000)       ; to pretend a slow connection
C-h C-n                         ; to obtain a big file
M-: (setq window-size-fixed t)  ;
C-s Emacs                       ; to search a frequent word :-)
C-s (several times)

When the next found word is off the visible window, the error "Attempt
to split fixed-size window" occurs.  However, no window should be
split in this particular situation.
