Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

The e-Lisp functions (scroll-up 1) and (scroll-down 1) are
broken in this version of Emacs.

They shouldn't move (point) but only change the display.
Instead, they move (point) so it appears unmoved on the display.

This is a change from previous versions.
