This bug report is for Emacs 21.3 on MS Windows.

When I pressed F10+h+r (to get to Info) the characters "hr" where instead
inserted in the current buffer. The menu where also activated.

I did this in Viper mode, in the state where a V is shown on the Mode Line.
This is vi command state. "h" would normally then move the cursor on step to
the left and "r" would enter replace character sub state.

I have seen this several times when I type fast. (Or rather when my old pc
is slow ;-)

I did not check the bug database. Hopefully you will know if this is a known
error, since it is very general I believe (and not related to Viper, though
I mentioned Viper since Viper was apparently bypassed here. (Which is very
important I believe.)
