Subject: fill-region bug?

This bug report will be sent to the Free Software Foundation,
not to your local site managers!
Please write in English, because the Emacs maintainers do not have
translators to read other languages for them.

Your bug report will be posted to the bug-gnu-emacs@gnu.org mailing list,
and to the gnu.emacs.bug news group.

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Hello.

fill-region filled a list of numbers strangely. The numbers were
in one column at left, and after they were like the below.
Note how the 0s of 016.pdf etc. were removed, and how 0s
were added in front of 193.pdf etc. The words 006.pdf and 095.pdf
stayed the same.

006.pdf 16.pdf 27.pdf 41.pdf 48.pdf 59.pdf 65.pdf 75.pdf 83.pdf 85.pdf
095.pdf 101.pdf 111.pdf 129.pdf 139.pdf 147.pdf 163.pdf 181.pdf
0193.pdf 209.pdf 223.pdf 235.pdf 243.pdf 255.pdf 263.pdf 277.pdf
0283.pdf 293.pdf 303.pdf 311.pdf 323.pdf 343.pdf 353.pdf 363.pdf
0377.pdf 385.pdf 403.pdf 435.pdf 455.pdf 465.pdf 471.pdf 479.pdf
0487.pdf 507.pdf 509.pdf 523.pdf 545.pdf 553.pdf 559.pdf 571.pdf
0573.pdf 587.pdf 595.pdf 605.pdf 615.pdf 627.pdf 637.pdf 651.pdf
0663.pdf 677.pdf 695.pdf 703.pdf 715.pdf 731.pdf 741.pdf 759.pdf
0769.pdf 783.pdf 795.pdf 805.pdf 811.pdf 821.pdf 833.pdf 845.pdf
0853.pdf 875.pdf 887.pdf 895.pdf 905.pdf 915.pdf 929.pdf 941.pdf

Note: Emacs was in Fundamental mode (which I use for the text writing).
The fill-region worked ok in Lisp Interaction mode.
