I've saved the files generated by windows error reporting, if they may be of use.  I will not send them unless someone actually asks.

I cannot use the normal emacs bug reporting facility, as when I say "hang-up", I mean totally wedged;  absolutely no response to keyboard.  The emacs window may be moved by the windows manager or killed externally but emacs is not responding in any way.  Worse, the behavior is intermittent;  sometimes (usually) scrolling with the mouse wheel causes no problem.

When does this occur?

Only when scrolling with the mouse wheel;  it does not occur when scrolling with C-V, or M-V, nor does it occur when the scroll bars are used.  File type is irrelevant.  If I've multiple frames open, as by C-X-5-D or C-X-5-F, all frames are wedged.
