Dear Colleague:

We are pleased to invite you to come to the BORCO Oil Terminal in Freeport, Bahamas, and participate in our next series of “hands-on” courses.  You will go on board and visit a loading and / or discharging tanker, tour the terminal, conditions permitting, and be able to see first-hand all the items discussed in the classroom with all of the following courses.

April 18-20, 2005 - Tanker Operations Course

You will receive a practical overview of all aspects of tanker operations including ship/barge types and design, cargoes, ballast, bunkers, loading/discharging, tank cleaning, operating cost and management, oil spill prevention, the latest laws, regulatory bodies and regulations such as IMO, Flag/Port States, ISM, OCIMF, ISGOTT, OPA 90, ISPS/MTSA Security Code / classification societies and other related topics.

April 21-22, 2005 - Charter Parties, Laytime and Demurrage

You will be given a practical overview of charter parties, laytime and demurrage by reviewing most of the tanker charter parties commonly used in the industry today and examining the differences between each.  You will learn the concepts of laytime, demurrage and fully discuss special clauses as well as freight rates, charter hire, Worldscale, INCOTERMS, arbitration, litigation, COGSA, vessel vetting and performance. You will also participate in a mock arbitration conducted by participants using principles you learned during the program.

April 25-27, 2005 - Marine Custody Transfer, Petroleum Measurement and Loss Control

You will learn the fundamentals of measurement and all the activities that take place relating to marine custody transfer at a busy terminal.  You will see the complex and inter-related areas of marine custody transfer operations, oil measurement / quantification and loss evaluation / control from both a ship and shore perspective.  You will learn the various industry standards organizations, standards and practices, and how best to obtain accurate oil measurements and reduce exposure to loss. You will learn how to use the data to determine if the ship/shore or shore/shore difference is acceptable.

April 27-29, 2005 - Advanced Petroleum Loss Control, Claims and Recovery

This program takes up where the previous one left off.  You will learn how to best find and use the measurement data needed to determine if an oil loss has occurred. You will be shown how to find out where the loss occurred and how it probably happened, then allocate responsibility and proceed to recover it and/or prevent it from occurring again.  Reviews various technologies, methods and techniques available to prevent or minimize exposure to oil losses and details the elements of a good loss control program.  You will participate in a mock arbitration of an actual oil loss case using the principles you learned during the program.

April 25-29, 2005 - Inspection / Survey of Marine Petroleum Cargoes - Review & Certification Program

This 5-day program gives you a concise and practical 3-day review of the subjects involving petroleum cargo inspection, measurement, loss control, operations and safety, and prepares you for the 2-day comprehensive exam for qualified candidates providing them the opportunity to be certified in the areas of Inspection / Survey of Marine Petroleum Cargoes.   If you have worked in the petroleum / maritime industries for at least one year you may qualify for this program.
