raise-minibuffer-frame does not work

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I have the following code in my .emacs startup:
        (if use-separate-frame

              (setq resize-minibuffer-frame t)
              (setq x-pointer-shape x-pointer-left-ptr)
              
              (setq minibuffer-auto-raise t)
              (defadvice message (after message activate)
                (raise-minibuffer-frame))

It always used to work, now it does not always work.
