Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Emacs turns on ugly big block cursor in text mode on Linux console. 
This cursor is very distracting, making emacs almost unusable. 
I _can_ stop emacs using block cursor by telling emacs that it
is running on vt100. The Cursor customization group seem to contain
options about X. 
The patch by Stefan Monnier:

gives me back normal cursor.
