That's because there is no database of Emacs bugs.

If it's a released version of Emacs, the place is here. If it's the
CVS code, send the bug reports to emacs-devel@gnu.or or
emacs-pretest-bug@gnu.org. Using M-x report-enacs-bug will do this
automatically for you, btw.
