Feature wish: staged install with DESTDIR support

Hello,

I am working on sourceinstall,

http://www.gnu.org/software/sourceinstall

which relies on GNU installation policies to provide
enhanced source code package management.

I noticed that emacs-21.4 does not support DESTDIR for
staged installs.

Would you consider supporting that? Or at least, would
you accept a
patch to do it?
