png unsupported by Emacs 22.1

Is it possible that libraries that were compiled into earlier Emacs 
distributions are no longer in the current Emacs? I have been doing 
a lot of testing, so I may have made a mistake, but this seems reliable
enough that I prefer not to burn a new DVD unless others cannot
replicate. Note that on lab computers with more extensive software
installations, this works. So it needs to be on a PC with known lacking
png support. 

Using the released binary for Windows, attempting to use preview-latex
or to open a png file with C-x C-f I am told Emacs does not support png.
