tramp with ftp: Dired cannot complete directory name

emacs -Q
(setq tramp-default-method "ftp")

C-x d to some directory on a remote machine. No problem.

C-x d M-n <delete some characters> TAB does not complete - says "No match".

IOW, C-x d <dirname-prefix> TAB, where <dirname-prefix> is a prefix of
a remote directory name, does not complete.

This works fine with ange-ftp, say in Emacs 20, so this seems to be a
regression in the behavior available to users.

In GNU Emacs 22.1.1 (i386-mingw-nt5.1.2600)
 of 2007-06-02 on RELEASE
Windowing system distributor `Microsoft Corp.', version 5.1.2600
configured using `configure --with-gcc (3.4) --cflags -Ic:/gnuwin32/include'
