    It's interesting that you get so many duplicates in the list. That might
    point to a possible problem in the code that deals with
    safe-local-variable-values.

I looked at the code, and I don't see anything that could cause the
duplication.  The only place that changes the value does it with
`add-to-list', which tests using `member'.
