bug#664: 23.0.60; scroll bug

I received this bug report.

Start Emacs with -nw in a 80x24 terminal, visit the attached
file, then do this:

  C-u 1 C-v C-u 1 C-v

Now the top of the screen should be the third line starting
with "02 ...", but actually the continuation line of the
second line is shown.  And here after, C-u 1 C-v doesn't
scroll the screen anymore, and C-n doesn't move point to the
next line.

Both Emacs 22.2 and the CVS Emacs have this bug, but 22.1
doesn't.
