This is probably because on W32 the mouse wheel generates wheel-up and 
wheel-down events, while on X it most commonly generates mouse-4 and 
mouse-5 button events. Whatever code is filtering events from affecting 
mouse-avoidance-mode is not filtering out the wheel events.
