File vc-dav.el is found twice in the current trunk - at lisp/vc-dav.el
and lisp/url/vc-dav.el.

The only difference between the two files is that one is missing a
list of todos.

It definitely isn't in the CVS trunk twice.

This is either a local problem, or if not using CVS a problem with one
of the unofficial repositories that seem to be around these days.
