regarding 23.0.60; File name completion is case sensitive on w32
to be marked as done.

This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
bug report if necessary, and/or fix the problem forthwith.

Despite that `read-file-name-completion-ignore-case' is t by default on
w32 file name completion is case sensitive. Try for example

  emacs -Q
  C-x C-f c:/d TAB

This will in my case match

  c:/dev

while an uppercase D (c:/D) will match other directories.
