bug#1710: 23.0.60; "old newsticker cache file exists" weirdness

It messages me to remove the old cache file .newsticker-cache, but
after I type key q (newsticker-close-buffer) to close newsticker, it
will re-build the .newsticker-cache file again. Hence, it will prompt
me to remove the old cache file again next time.
