bug#1969: 23.0.60; rm doesn't work in eshell

and the precise symptoms of the bug:

emacs -Q
M-x eshell RET
touch foo RET
rm foo RET

The last command doesn't delete the file, but gives the message:
Symbol's value as variable is void: interactive
