That may not be Emacs's fault, right, depending on what the sendmail
process was doing? Eg if it was in uninterruptible sleep waiting for IO?

Presumably you can reproduce this situation and see what sendmail is
doing, and if you can kill it from outside Emacs. If you cannot, then
it's not an Emacs problem.
