What file did you download, from what site, and what led you to believe (perhaps incorrectly) that it was a binary release of Emacs for windows?
I'm not going to provide any more details, but that ftp folder is more than a little confusing. Lets hope the new download works.
Why won't you provide more details? Your report is unlikely to lead to improvements without them, as it is too vague.
