Emacs tries to open the file:
C:\Documents and Settings\user_name\Settings\user_name\mytxt.txt
which can't be found. Can you provide any help?

The default install does not configure any file associations, so you must have configured this manually, or using a third party installer. If you did it manually, look for a %1 argument where you configured it, and change it to "%1". Otherwise submit a bug report to whoever provided the installer.
