Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

1. Emacs -Q
2. Create a dir and create a new file in it
3. C-x v i to check in the file using RCS
4. C-x v v
5. Close and re-open the file

The file buffer will be incorrectly in READ-ONLY mode.

Tested on: GNU Emacs 23.1.50.1 (i386-apple-darwin9.7.0, NS
apple-appkit-949.46) of 2009-07-03 on neutron.local

I have check the changes flowed into Trunck since 2009-07-03. None would
seem to fix the bug.
