bug#4946: 23.1.50; focus-follows-mouse doesn't work

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug.  If you can, give
a recipe starting from `emacs -Q':

Despite setting focus-follows-mouse to t using (setq focus-follows-mouse
t) when starting with Emacs -Q, focus does not change when I split the
frame into two windows.  Cursor remains a blank box (no blinking)
despite mouse movement.

If Emacs crashed, and you have the Emacs process in the gdb debugger,
please include the output from the following gdb commands:
    `bt full' and `xbacktrace'.
