Is this an issue? It doesn't change any aspect of Emacs behaviour, it's just (verbosely) initializing so that it can start up faster when actually needed. It only starts doing it if Emacs is idle for `idlwave-init-rinfo-when-idle-after' seconds (default 10). Change this variable to 0 and it won't do anything until the information is actually needed.
