bug#5583: 23.1.92; nsterm.m doesn't build on OSX10.4

I'm trying to build from a clean checkout of emacs head.  When I run the
following commands, 

  ./configure --without-gconf --without-dbus --with-ns
  make

I eventually get the following error.
