Well, Drew understands my point fine. To repeat it (with emphasis added):

Juanma's answer was: use mouse-set-font (the X window version), to which the
response is that it doesn't give a Windows font dialogue.
Your answer was: use S-mouse-1, to which the response is that it doesn't change
the font of a frame.
The original question hasn't changed. We are just going in circles!
Nobody has said anything yet about why the original Windows version of
mouse-set-font was thrown away.
