I really don't know, i have to check the doc.
Maybe i am wrong and what you use in command line is the same as
CFLAGS="-O3 -march=i686 -pipe"
        ^^^
in make.conf and not
MAKEOPTS="-j3"

No, i remember it was not easy to switch from 3.* to 4.*.
