That's not what I see. I see runemacs.exe in both
emacs-23.2-bin-i386.zip and emacs-23.2-barebin-i386.zip.
So I suggest to re-download the archive and try again.
In the meantime, I will close the bug report. Feel free to re-open
when and if you find the reasons for the problem.
