Because it was never a versioned file. It was generated from
lib-src/getopt_.h (which _was_ a versioned file).

It does for me (with bzr 2.3.0).
Note that before gnulib merge, lib-src/getopt.h was in .bzrignore, so
bzr would not announce it as "unknown" back then.
