bug#8273: 23.3; Problem with docstring for `debug'

Start emacs -Q; type:

C-h f debug RET

It says:

Enter debugger. To return, type
Uses keymap...

The keybinding at the end of the first line is missing, I guess because
debugger-continue hasn’t been autoloaded in any form.
