$ ./configure --with-x-toolkit=gtk
...
$ make

Gives this error:

gcc -c -D_BSD_SOURCE   -Demacs -DHAVE_CONFIG_H  -I.

However, glibconfig.h is on my system:

$ locate glibconfig.h
/usr/lib/i386-linux-gnu/glib-2.0/include/glibconfig.h

and pkg-config gives the correct location

$ pkg-config --cflags glib-2.0
-I/usr/include/glib-2.0 -I/usr/lib/i386-linux-gnu/glib-2.0/include

Somehow the cflags doesn't get propagated correctly to the Makefile in src/

Not an autotools expert, so I have no idea how to fix this.
