According to this "reference"
(http://winapi.freetechsecrets.com/win32/WIN32GetConsoleScreenBufferInfo.htm)
it existed in W95 and NT 3.1.

But, as for the bug... why does not happen on emacs-23?  There,
matrix_dim is 10x10, not 10x11 as in the trunk.
