You exaggerate the importance of the problem.  When I noticed this small
inconsistency I still continued to use isearch without any inconvenience.
So the only reason to change it is for the consistency with `C-s M-e M-p'
that has its own problems.  The main problem is that when you retrieve
the previous search string with `C-s C-s', then typing `M-p' will not have
a visible effect, because `M-p' will retrieve the previous search string
and the same string is already used as the current search string.
