Looking at the code, I don't think that's accurate.  It seems to process
each mail source separately and sequentially, so it should be impossible
to lose any mail here.

But there's a clean-up phase where the backends save control structures
after handling all the sources, and that may not run if one of the
sources fail.

I've now added code to fix that case.
