bug#9842: 23.2; KeyPad doesn't work as before (since Thursday)

minus '-' was programmed to cut in my emacs
plus '+' was programmed to paste in my emacs
neither work since Thursday (was there an update that day?)
The numbers on the keypad don't work
Enter still works as before (GOTO)
CTRL space marks the start of a block
Since Thursday, moving down with the down arrow changes the text colour
to blue, but pressing the keypad '-' does not cut the text (it leaves
the minus '-' before the cursor position)
I get the impression that the emacs file is no longer working.
CTRL W still cuts, on the main keyboard and CTRL Y still pastes.
