bug#10008: emacs 24.0.91; mode menu aligns down only

Compiled on Fedora 16 today and noticed the mode menu aligns down, so
when you perform this on a vertically maximised window you cannot see
the menu contents.

To reproduce:
emacs -Q
maximise window
click mode menu item
